Lyon Road Upgrade
Well what is reported below is pretty much unchanged, just the order in which works have commenced is a little different. Also Lyon Rd will be closed "in the very near future". It will remain closed until approx December 2010 to permit upgrade and realignment. A minor inconvenience for a long overdue upgrade.
Lyon Road between Gibbs Rd and Euphony Wy is about to be upgraded. Contractors are awaiting confirmation of quotes to relocate the Water Corporation bore currently located adjacent to Lyon Rd, just south of Clarity Elbow. The bore will be relocated to a site on Euphony Wy between Lyon Rd and Esprit Lane (on the park near the western end of the pine trees). The relocation will involve a small amout of site works around the new bore. This will reduce the profile of the pump and switch box and will include restoration of a small section of the park. Restoration work will also include some additional plantings around the new bore.
Following the bore relocation, earthworks associated with the upgrading of Lyon Rd will commence. Thes earthworks will include Stages 10a and 10b and the shopping centre site. The upgrade will incorporate a slight diversion west towards the Kwinana Fwy and the installation of a roundabout at the intersection of Lyon Rd and Alliance Link. Lyon Rd will then continue south to join the existing roundabout at the Lyon/Gibbs intersection.

Shopping Centre Development
The current status with the shopping centre development is as follows. * Site development works are programmed for 2010/11 financial year. * Site development will be carried out in conjunction with works associated with Stages 10a & 10b. * Development of the site and Stages 10a & 10b will commence at the Gibbs Rd end. * Site development is expected to be complete by December 2010. * Tenders will then be called for construction with a 2011 start. * Construction will take approx 18 months. * It is anticipated that the centre will open in 2013.
The centre will have 5000 m2 of rentable floor space and this will include the following: * Supermarket of 1500 to 3000 m2 dependant on interest shown by prospective tennants. * 12 to 15 specialty shops, with the number dependant of the size of the supermarket. Bigger supermarket = less specialty shops. * Medical centre. * Child care centre. * Perhaps a tavern/bottle shop.
The costruction of the shopping centre will be dependant on interest from a prospective developer (no interest from a developer = no shopping centre) with the development under the controll of Landcorp guidelines as outlied above.

Stage 6c
Stage 6c is the final stage of development of Harvest Lakes and involves development of the land immediately to the south of Congenial Loop. It will incorporate a mirror immage of The Edge development on the northern side of Congenial Loop and is now due for completion in 2011/12.

Further Development Harvest Lakes
Harvest Lakes will be full developed by by 2012. This does not necessarily mean homes built on every lot, just all development work completed. For example the large rural lots near the Gibbs/Tapper Rd intersection are developed but will not be sold at this stage. Landcorp is sitting on these as there may be further development in the adjacent Banjup area and this could result in these lot being subdivided..
The 100 lots south of Gibbs Rd (just east of Aurora and to the east of the "Bush for Ever") will be developed and released over the next 2 financial years. Development works have already commenced in this area.
A small pocket of Harvest Lakes (in Aubin Grove), just south of the "Bush for Ever" and to the east of Lyon Rd have been developed and sold (or being sold).
South of Gibbs Rd near Ventier Lk there is a small parcel of land to be developed for group housing. This will consist of about 40 single story strata villas. This land is adjoined by "Bush for Ever" to the east, south and west.
The high density group housing in Stage 12b (adjacent to Gibbs Rd/Kwinana Fwy) will be Stata or Survey Strata lots.
Finally the lot on the corner of Beenyup and Bartrum which was originally intended for a deli/corner store will be developed for group housing as there was no intrest in the original proposal. This lot is already zoned R40.

Parking Harmony Primary
Parking issues around Harmony Primary are still an issue but there have been some dramatic improvements, primarily as a result of better management of the Drop Off lane near the Pre-primay area.
Onsite parking has been vigorously pursued by the Principal and there will be and additional 14 onsite paking bays provided off Affinity Way plus and a further 9 staff only bays adjacent to the drop off lane. This should be in the 2010/11 budget.
A perception conveyed by council that parking is a school issue has been a stumbling block but some progress has been made in this area.
The hazard of the hedge at the corner of Affinity and Windchime has been rectified by a neighbour and two parents. The hedge has be substantially pruned to give bettter vision of approaching traffic. This is despite a a lack of co-operation from council. Interesting to note the hedge was on council property. An appology has since been received from council.

Adopt A Spot
Adopt a Spot is and initiative of Keep Australia Beautiful and there are currently 2 groups operating in the Harvest Lakes area. These groups are doing clean ups in the Eco Park and around Harmony Lake. There are a number of other spots that you could adopt and organise a small group to help keep it clean. Some suggestions - The Barn, Chorus Park, The Pines, Harvest Bvd entry, Gibbs Rd entry, Solace Park. Just contact Keep Australia Beautiful and they will get you started.
A spot needing a bit of cleaning up is the area around the Bush for Ever south of Gibbs Rd. Any takers?

Friend of Harvest Lakes Wetlands
This group is an off shoot of Harvest Lakes Residents Association and has been established to promote awareness of the flora and fauna in and around the Eco Park and Harmony Lake. We are very much in our infantcy but have met with the council Education Officer and are working towards implementing a few small projects. Perhaps some involvement with the local schools will also occur.
To date there have been 35 species of birds positively identified in or around the Eco Park and a number of these birds have been photographed. We anticipate some signs will be erected in the near future to discourage feeding of the "ducks" (water fowl). Unfortunately some parents are unaware of the consequences of feeding these birds and do not realise that this could actually result in their death.
The taking of frogs from our wetland could also result in the spread of disease. Not only is it an offence to remove frogs from their environment it could result in a substantial fine for the offener. There are 3 different species of frogs that frequent the Eco Park, when it contains water. These are the Motorbike Frog, the Bleeting Frog and the Moaning Frog. Just have a listen as their names say it all. Remember, be a bit patient as they appear at diferent times of the year.
Please note that cats are not welcome as members of this group. I know they are loveable but I don't think they have an interest in the welfare of the fauna of our parks.
